Logistic plan of selected legal entities affected by the crisis and their response to the announced crisis and emergency measures.

The diploma thesis deals with the relationship between selected legal entities and their logistical planning, which could be affected by the crisis situation and related reactions to announced crisis and emergency measures. The aim of the work was to analyze the reactions of selected legal entities to the announced crisis situation, procedures and activities of selected legal entities within the framework of crisis and extraordinary measures outside and in society with the help of legal regulations, measures, decisions and logistical, or other relevant plans. The theoretical part contains the basic definition of concepts, definitions and terminology in the areas of logistics, characteristics of legal entities, legal regulations related to the Czech Republic, crisis management and the covid-19 epidemic. The practical part is devoted to a questionnaire survey, where respondents were approached as representatives of selected legal entities, who answered a set of questions regarding the relationship between legal entities and logistical planning in the context of reactions and activities within the framework of crisis and emergency measures. Furthermore, a clear information resource was created in the form of a checklist, which takes into account a set of activities connected with crisis or emergency measures. The created draft of the logistics plan complements and takes into account a comprehensive view of the issue and characterizes the selected legal entity. The diploma thesis and its content can be implemented in practice in the form of the use of one of the legal entities, or it can be used as study material for crisis management in legal entities such as trading companies.
Economic measures for crisis situations provided by selected self-governing units

The main goal of this diploma thesis is to approach the economic measures for crisis situations and to examine their implementation within selected territorial self-governing units during the pandemic of the COVID-19. During this diploma thesis, we examined what economic measures are applied in the event of crisis situations in individual self-governing units of the Liberec Region, and how different these measures are. We also decided, by using the comparative method, to compare the numbers of infected, cured and died on COVID-19 in all territorial self-governing units of the Liberec region to create a comprehensive final idea about this problematics. The research part of this diploma thesis is not only equipped with statistics and graphs, but it is also enriched by a questionnaire survey, which we sent among the members of the task force of individual territorial self-governing units. The questionnaire contained a total of 8 questions focused on the implementation of economic measures during the ongoing pandemic COVID-19 and tried to answer the question of effectiveness and adequacy of measures taken within local governments and tried enrich this thesis with a subjective view of the issue through the eyes of the task force.
The Role of Public Health Authority in the Crisis Management System

The aim of the diploma thesis was to find out by means of questionnaires whether people know what hygienic and anti-epidemic measures there are in various crisis situations. In addition to that, to map from which information sources people obtain valid information and to find out what role the municipalities have in passing the information on to people. The residents from the Vysočina Region were chosen to fill in the questionnaires. In total, there were 177 respondents aged 18 and over. The thesis is divided into two parts. The theoretical part focuses on the legislation concerning the crisis management system, as well as the issue of division and work of regional hygienic stations. It also deals with what to do from the hygienic point of view if there is an epidemic or floods. Last but not least, it deals with SARS-CoV-2 or COVID-19 pandemic, its time course in the world, as well as in the Czech Republic. The practical part contains the questionnaire survey concerning the activities of regional hygienic stations and SARS-CoV-2 pandemic. For the assessment of the survey the data from 177 residents of the Vysočina region aged 18 and over were used. The author of the diploma thesis presents the results of her survey that point to the fact that for 56% of the interviewed residents of the Vysočina region, the most useful information about the current state of emergency was from television. It is apparent that the municipality is not the main informant for its citizens about the state of emergency. Residents often confuse quarantine and isolation. On the contrary, 100% of respondents know what the main symptoms of SARS-CoV-2 are. Last but not least, the results show that 69% respondents from the Vysočina region know the hygienic rules and anti-epidemic measures for SARS-CoV-2. It is good that people try to observe all the government regulations to prevent the spread of SARS-CoV-2. This is proved also by the results of the questionnaire survey, in which 80% of the respondents from the Vysočina region claim that they comply with the government regulations, which were communicated in the media.
Utilization shielding in emergencies

The bachelor work deals with protection buildings for the civilian population. The topic is using protection buildings during crisis situations. The main goal is a comparison of shelters based on theirs parameters, which affect number of survivors. Partial goals are creation shelter database in the Czech Republic and evaluation protection buildings´s preparation. The objectives are fulfiled with SWOT analysis, creation of ideal shelter and processing of evaluation.
The manner of fulfilling the regulatory measures of the selected territorial self-governing unit and the systems of economic measures for crisis situations

Regulatory measures are part of the system of economic measures for crisis situations. They are adopted when it is necessary to reduce the consumption of scarce raw materials, products or services and they are adopted only after the promulgation of one of the crisis states, when the situation becomes so large that normal economic instruments are not sufficiently effective. This diploma thesis deals with the problematics of regulatory measures, especially in the conditions of territorial self-governing units. For the purposes of this work, two municipalities with extended powers are selected, specifically the municipality with extended powers Uherské Hradiště and municipality with extended powers Písek, for which it is ascertained how the regulatory measures are implemented in their administrative district. The aim of the diploma thesis is to propose a way of fulfilling regulatory measures of a selected territorial self-governing unit beyond the framework of the elaborated methodologies by The Administration of State Material Reserves. The aim of the diploma thesis is to propose a way of fulfilling regulatory measures of a selected territorial self-governing unit beyond the framework of the elaborated methodologies by The Administration of State Material Reserves and find the answer to the research question "How would regulatory measures be ensured in a selected territorial self-governing unit?" Aims of the diploma thesis, is also to perform the comparison of regulatory measures between the two municipalities with extended powers. To meet the goal, a methodology is used, which is prepared by the State Material Reserves Administration, as the central administrative office in the field of economic measures for crisis situations, in obtaining relevant information, in comparing the documents by the municipalities with extended powers. Based on the obtained information, a comparison of selected the municipalities with extended powers with the Methodology by the State Material Reserves Administration is performed and subsequently the results are evaluated.
Planning and solutions to the protection of the public for emergency events and crisis situations.

In the first part of the bachelor thesis I covered historical development of population protection, basic terms used in crisis management, crisis management, crisis management bodies, management of extraordinary events and crisis conditions and a list of extraordinary events and crisis conditions which may potentially occur in České Budějovice and Prachatice. In the second part of my thesis I have prepared supporting materials for planning of extraordinary events and crisis conditions.
The role of spontaneous volunteers in the dynamic humanitarian system

Increasingly, we hear that the humanitarian system has exhausted its potential and is over the abyss. The volume of funds, the number of humanitarian organizations and the number of rescued people are growing year after year. Nevertheless, the gap between needs and real humanitarian assistance is steadily increasing. Traditional humanitarian actors have been unsuccessfully looking for ways to repair the system that once worked well. Attempts at financial and institutional reform fail, and the debate on humanitarian principles annoys the main actors. This work shows that the traditional humanitarian system is only a part of the larger ecosystem of humanitarian assistance, and analyzes the external influences it fails to cope with in the last decade, and why minor repairs and corrections are not enough and a new system architecture is needed. The author identifies new humanitarian actors with whom the traditional system does not count and points to spontaneous volunteers as a group with dynamic potential and ability to create a parallel system to professional disaster and emergency managers. Since it is an undervalued and overlooked actor, the author refines the definition of spontaneous volunteering. A study of the timing and correlation of deploying selected back up Czech Army forces during non-military crisis situations

The main task of the Integrated Rescue System is to ensure the safety of people and reduce the impact of extraordinary incidents on people, property and the environment of the Czech Republic. In the event that the incident exceeds its range of capabilities and the effectiveness of the main elements of the Integrated Rescue System, which is the Fire Brigade, Police of the Czech Republic and the Emergency Medical Service and is in accordance with current legislation and the central alarm plan, the Czech Army can also be involved. It is possible to say that in the instance where an extraordinary incident may arise, if necessary, the Army of the Czech Republic and its earmarked forces can provide the necessary support to the main elements of the Integrated Rescue System. Therefore it follows that by including the Army of the Czech Republic amongst all other elements, it ensures that the Army of Czech Republic participates in the operations of the Integrated Rescue System but only at the time when it is of a greater extent and only in the event, where the extent or period of duration of the extraordinary incident lead to a declaration of a third or emergency level of alarm. For example, in the strengthening of the Integrated Rescue System in rescue work during natural disasters of a greater magnitude. It participates in these cases, especially in saving human life, in the evacuation of people from affected areas and also on the initial liquidation of consequences in cases where it is necessary. The research group in statistical inquiries of this work is therefore made up of members from the active reserves of the Army of the Czech Republic. I gathered basic data from report spreadsheets to a senior level regarding fulfilment and staffing levels of table positions in the structure of active reserves, according to their individual locations. Another source was the electronic database of the Information System for planning the mobilization of the Army of the Czech Republic, within the framework of the functionality of its subtasks; it is possible from RESOURCES (filter setting data) to obtain data on the distribution of members of the active reserves according to individual military and individual functions. From the perspective of correlation regression, this division is important, given that within the statistical part of the work the research files are also divided according to functions, which, if realized by the members of the active reserves were for the Integrated Rescue System beneficial and applicable. The hypothesis of the statistical research of this study is: "The number of Czech citizens in the mandatory reserve Army of the Czech Republic available for deployment within ACR in a state of emergency is inadequate ". This hypothesis under investigation emerged from my professional curiosity and also from the many discussions and polemics discussed with my professional colleagues and friends from the general public and with members from the ranks of active reservists. The purpose of the above-defined hypothesis was to verify whether there is a sufficient number of citizens in the mandatory reserve Army of the Czech Republic, who would be available for deployment in the Army of the Czech Republic during the announcement of the state of a non-military crisis. Due to current legislation and in particular the postulate on which it is based, namely that active service in the Armed Forces of the Czech Republic in peacetime is purely voluntary, from whereby citizens of the so-called mandatory reserve are deployable and from which only those citizens who voluntarily undertook conscription, therefore, become members of Active backups. Research hypothesis, indicates that the number of selected - active reservists is insufficient, given that the overall capacity over the long term is moving on average around 50% of the total planned numbers and was provided by the simple knowledge of the issue.
